This sentence lacks a bit in sense, doesn't it? "should not to hoard".

Consumers should not to hoard cash but rather spend, while the business sector should freely borrow from both banks and government to restore a productive equilibrium.

It should probably read "Consumers should not TRY to hoard cash......."
