Why do they have listed as a separate requirement where a candidate has to have won a at least a plurality of delegates from at least 5 States? I was asking because I was thinking that if someone has a majority of national delegates, then they have to have won a plurality of delegates in at least 5 States.

It would seem that that requirement would be for the candidates who have not won the majority, but still won 5 states.
