Can someone give me the mechanism used to apply sanctions on a Central Bank?

Also, why is the Iranian currency losing value so rapidly? Are they printing money?

It could be because foreigners can no longer use it to trade with Iran.

To paraphrase Marc Faber: We're all doomed, but that doesn't mean that we can't make money in the process.
