I hadn't heard of those two sites, but after quickly checking them out it looks like those sites are for setting up your own goals and testing them, whereas Mozilla is trying to allow individuals and institutions to set goals for others, test them, and have a way that third parties can reliably find out about it. They're basically trying to allow anyone to create certifications (and/or mini-certifications), except also with the other advantages of the digital world, namely easy verification.
