I believe the Congress voted against providing funds, not against the injection itself. And, as the article you cited says, the money comes from Europe.

In Douglas Adams' classic radio show The Hitchhiker's Guide to the Galaxy (which spawned a series of novels) the people whose decedents became the human race chose leaves as the currency of their society. This lead to an enormous inflation problem. Their solution was to "burn down all the forests". I think this may well be what where we are headed, if you know what I mean.

That's the Fed using it's own money, not Congress using money "from the coffers" (yeah, the money that doesn't exist).
