I don't believe a statist society would convert into peaceful anarchism without doing some coercive "bootstrapping" first. So I thought of this method.
First some individuals are forced to agree to a contract stating that their neighbors would help defend each other if one is physically attacked. Eventually most, if not all individuals in a geographic territory would be forced to agree to the contract. Thus, in this situation, anarchism would not lead to crime from defence agencies. The contract also would state that neighbors cannot block transportation nor set road tolls beyond the maximum value. Is this road monopoly a government?
Is this plan oxymoronic, since some nonagreeing individuals would be forced to agree to a collective contract (which is equivalent to a state)? Of course, some individuals can agree to deassociate (if in private defence), or move (if in roads).
