The following is a list of 18th century classical liberals from France known as the 'Industrialists' or 'Ideologues'

Benjamin Constant - The Liberty of Ancients Compared with that of Moderns, Principles of Politics Applicable to All Governments

Comte de Tracy - A Treatise on Political Economy

Jean-Baptiste Say - A Treatise on Political Economy

Germaine de Stael - Considerations on the Principle Events of the French Revolution

You can download the full book of about every work by Charles Dunoyer and Charles Comte through Google Books. Too bad they're in French. If you're desperate to read them, though, you can just click the "plain text" link and copy and paste the text into a translator.
