Apply electricty to water and it breaks down the bond? you seperate hydrogen and oxygen...you can then use the hydrogen as fuel?
You can't get more energy out of the bonds than you put in. The more changes in state that energy undergoes the more you lose.
Oil --> heat --> steam turbines --> electricity --> electronics vs
Energy source (wind, solar) --> convert to electricity --> hydrolyze water --> dehydrolyze water --> heat --> steam turbines --> electricity --> electronics Many more stages.
I'm not saying you'll get more energy out than you put in....
all I'm saying is, God made it pretty straight forward to break down water ...
heat to clean water....
electric current to unbind water....

Btw, there are reports of people using hydrogen fuel cells in regular cars and getting better mileage. They are using the wasted current generated by the alternator.
