Illegal Drugs and China

Hi.
I would like your opinion about war on drugs, and especially in China. A friend of mine told me that although in China laws about production, distribution and use of drugs are extremelly strict, China achieved to vanish or keep those activities in very low percentages. I don't know where did he read that, but what's your opinion about China and illegal drugs? Do you have information that and in China illegal drugs exist?

First of all, I've heard there are drug dealers in every busy square in Shanghai. I don't know if the percentages are particularly high or low compared to how strict the enforcement is, but strict enforcement doesn't necessarily correlate to higher or lower drug use. It just makes an industry out of it by raising prices.
