Proper certifications don't mean anything, and debating whether or not one obtained an official license is irrelevant.  The important thing is whether or not someone is right.  Some russian layman solved a supposedly impossible math problem.  The Nobel Commission offered him a prize, or maybe it was a nomination for one.  The Russian gave them the finger.  It doesn't make his proof wrong, or somehow invalid.  So what if Mises didn't go through proper certification process to obtain a PhD.  It doesn't matter. He gave us valid knowledge.

That is my guess as to why it is in the graveyard.
