Your proposed way is a classical example for getting unintendet consequences. If there is a thread to people, that did not commit a crime, like resellers, distributors or buyers of material, this sure would lead to a higher risk in that business, which in turn raises, not decreases, the riks of having people with, let's say, questionable business
