 I cannot find a quotation.

 Someone has said something like "Why tyrants kill, maim and torture? Because they are evil, and above all because they can."

 I cannot find the exact quotation and the author. Who can help me?

I've never seen or heard of a quote like that in English, aside from Mel Brooks as King Louis of France saying, "It's good to be the King", in History of the World, Part 1. By the way, it's definitely a movie you should see if you're into comedies.
