Excert about the Proles from 1984

To keep them in control was not difficult....no attempt was made to indoctrinate them with the ideology of the party. It was not desirable that the proles should have strong political feelings. This group, the Proles, sounds alot like another group (that is left alone by the police) we know here in America.
Which group is that?
BTW, Orwell wrote his book not with mystical inspiration that showed him the future, but by extrapolating from the state of the world in 1949.
