It does look a bit like a banner advertisement at first. I hope new people to the site will see it.
Yeah, I also wondered where it went for a while... One's eye is discouraged by the shop and Mises Academy buttons next to it - you assume it's a block of advertisements.
I really don't understand why it was moved. Whenever I go to a website, I look on the top bar for "forums" or "community", etc. Especially since they have links to Media, Events, Blog, Literature, etc. up there.
Really the entire LvMI website needs a bit of streamlining. The forums are kind of buggy (e.g. broken quote feature), and the overall layout is kind of disorganized.
It was actually attempt to map out the Mises Universe as it has developed over the last year. So we seem to have this four basic corners and this is what the graphic is meant to represent.

Yeah, I think the current layout is pretty clearly a mistake. I looked at least 5 or 10 different times and never saw that Forum button, it really looks like an ad for the Store.
Also, you guys really need to think about using industry-standard discussion forum software. vBulletin makes a slick discussion forum package that has threaded view (I really can't stand any other view) and is customizable, for less than $200. I have no doubt you could raise $200 in a day just with a pledge drive here on these forums.

vBulletin is a bloated, confusing piece of shit. I don't mind the current forum software. It, too, is bloated, but it's better than vB.
To suggest an alternative, in the opposite and equally extreme direction, look at Beast.

It's written in Rails, which I doubt the development team at Mises.org is willing to consider, but I'm throwing it out there as the antitheses of bloated forum software.
That said, please make the community link easier to find. I've been typing in /Community for a few days now. Sucks.

The link to the forums is hard to find and quoting has been broken for, what, half a year? Just who is in charge of implementing this stuff anyway?

I don't get it. They already said, there is already a link on the main page. It stays in the same place. Every day. I promise. I've seen it there. In the same place. Every day. Do you really have trouble finding the same link every day?

Allow me to enlighten you.
Please make it easier to see for first-time visitors, or repeat visitors who haven't already found the link.
See, it used to exist in one place, and then it was removed. Like others have said, I didn't notice the new link graphical link because it was in the midst of other graphics, the likes of which I tend to ignore.
