The solution here is easy, improve the artwork to make the cost of the coin more expensive than replicating it and forget the historical value and go for the metal value.
On a historic coin, this is going to be an issue. Sure. It is up to the buyer to beware of the quality of the coins they are purchasing.
But the funny part is that there is a tiny fraction of the fraud in the duplicate coin manufacturing than in the issuance of options on precious metals. There is something like $100 ounces of paper silver for every ounce of real silver.
