If the state is inherently the violation of the NAP, isn't therefore all war justified by libertarian moral code, because it is not an initation of aggression and a state might ostensibly be fighting the state on the behalf of its constituents?

How can all war be justified by any code? Surely for one side to be on the side of justice the opposite side has to be on the side of injustice meaning at least for one side the war is not justified.
