The subject has been covered countless times. Peter Duesberg, the former "wonder kid" (former because he's not a youth anymore, he's as brilliant as ever) of cancer research, has been questioning the current dogma for years, to the point of being marginalized (as much as you can marginalize one of the leading medical researchers in the world) by press, sponsors, peers etc. As much as AIDS is real, it's a syndrome. It fails all predictions of a viral disease, but there's a clear connection with drugs (both legal and illegal ones) and malnutrition.
To cut a long story short, instead of spending billions on harmful drugs (which only benefit companies manufacturing them and the NGOs distributing them), we should allow Africa finally to be at least able to feed itself. African children, women and men do not need overzealous Americans and Europeans injecting them harmful drugs, but the possibility to have clean water, decent meals and a roof over their heads.
Instead of spending money on Africa we should open our markets to their products, stop funding idiotic bloodthirsty Marxists, stop forcing them into behaving like we think they should and stop shooting them into "civilization". That will suffice to stop the African AIDS epidemic.
Billion of dollars on harmful drugs? I don't know about that...but AIDs drugs are actually very cheap to produce. The only reason that it cost a lot of money because of monopoly privilleges granted to corporations.
