Is the counter-economy really that strong in Canada?  This seems to be a bit of an over-reaction on their part.

Everyone has done it at some point, except they just call it travail au noir (black work). It has not brought down the state.

Damn, the rules say that you have to be Canadian. I was totally going to send a video exposing illegal economic activity in Canada, but I guess I can't because I'm American.

I think you are forgetting to take into account the greater risk cost.
