I think I read in another post about a time in New York or some city where people organized spontaneously for some reason without government oversight, for some emergency or something.  Does anyone know what I am talking about?  If so, do you have a link to the story?

At most, I think only 5% of the adult population would need to stop cooperating to have real change.
