What would be the best way to phase out Medicaid, Medicare, Sociali Security, etc.? Basically all welfare. I feel like it could easily just be stopped by executive order, but considering the fact that many people have been forced to pay for it their entire lives, I don't feel like it's really fair. Plus, the people who usually receive more from the government than they usually give would cause riots.

Ron Paul wants to close the foreign military bases and cut the military down to a true department of defense instead of its current agressive nature against foes both foreign and domestic. Then take that money and place it against social security and the other crap. At this point he would let younger folks drop out of the program.
Sounds about as good as any other way to do it.
Evantually the programs must be phased out because they are not sustainable. Government and state entities well have no choice. There is only so much you can tax the productive sector of the economy, print money, and confiscate private property.
Presently, I don't see any method of eliminating social programs. Once there instituted they become cancers. So until the host is dead (American economy bankrupts) they will continue to grow.
I would be interested if anyone could provide information on social programs that have been eliminated in the last 100 years.
There is no sustainable means of operating a pyramid scheme. One way or another and sooner or later the bottom rungs will be getting screwed over.

Brian, those types of entities will never be phased out. Welfare and other wealth transfer schemes are the elected official's lifeblood - particular Democrats. There's no easier way to secure votes than to promise people something for nothing, particular if the majority of funding comes from a mere 1-2 percent of the population.
They are acts created by Congress, only Congress can repeal them.
