ideal model/options for a city's water system

I am aware of the obvious flaws of a state run water system, under investment etc. some of the flaws can be dealt with metering and charging for use rather then by general taxation or flat bills. The next step is privatisation as some form of regulated business. Does it get any better? or isit a choice of public monopoly versus private monopoly?
