"They'll get through even if phone lines are swamped"

Translation: when the federal government decides to shutdown cell towers to the public, they will still be able to use them.

Is the federal government getting ready to stage a false flag that will keep internet and cellphones shut down for an extended period of time?

Or is the US government just that darn awesome and always prepared!

“For now, the alerts are capable on certain high-end cell phones but starting next year, all cell phones will be required to have the chip that receives alerts,” adds the report.

Was there a law that I missed?  or do they not need laws to do this sort of thing anymore?
