	The problem is that donated food is seen as coming from voluntary non-governmental efforts, which runs counter to the narrative that the State is the only one who will provide charity.&lt;/p&gt;
&lt;p&gt;
	And since those altruistic folks will no longer have to deal with the expense of buying food to bring to the shelters, surely they can afford higher taxes that will &amp;quot;help the needy&amp;quot;.
