You do in europe. I've been in my neighbor's cellar for 5 hours now because she went to get me some lemonade and then fell and hit her head. Writing this from my macbook. Can't leave until she signs this "by-your-leave" agreement, please send help. I think she's really hurt.

Not EU. Since it is an association but he is talking about Catalonia and Flanders.

The basic gist of the author is that in a contract there are two parties and secession must be dually approved. Unilateral secession is not fair to the other side.

If sovereign states willfully chose to join the EU, then they can willfully leave.
