There's one thing that troubles me the most about this "Jobs Bill".

It is said to be a combination of tax cuts and lifting regulatory burdens on business. Sounds sensible on paper.

I am all about ANY reduction in legislation. After seeing it creep up month after month any reversal of the trend as small as it is would be refreshing for a change. If this part of the proposal is well thought it could be really valuable and I want to reserve judgement.

But the tax cuts sound a bit suspect. Yes, I am in favor of tax cuts as the next person, but only when accompanied by an equal spending cut at the very least. So far the "Jobs Bill" hasn't mentioned spending cuts of any sort and the recent shameful political theater about debt ceiling has shown how popular spending cuts are. How does the Obama Administration propose to make up for this shortfall in revenues? We aren't told but I can put forward a the usual three theories: more debt, more inflation, increased taxation in other sectors of the US economy (for example increase duties on fuel to near-European levels). In one way or the other this shortfall will have to be covered by the American public. As is usual in these case it's hoped the resulting economic growth (and hence the increased revenues) will make up for the tax cuts but what if doesn't work out? Experience teaches us even when these plans work out there's always a considerable loss of revenues as growth is nowhere near as spectacular as expected.

It's the old Keynesian public spending hocus pocus raising its ugly head once again, nothing more, nothing less.

Perhaps what you mean by economic reform is extending unemployment benefits? Or raising people's taxes? Or not taking as much of some people's money?

how would a program like the SEA allocate the number of people they decide to give money to start a business? And since the money is given to unemployed and/or low credit people, thus increasing the risk, how would a SEA program deal with the consequences of bad investments?

Call me crazy, but I thought Congress was supposed to be in charge of writing laws, not the president.

When did presidents get the power to write laws? I know they've used sleazy executive orders to create defacto laws, but when did they start outright writing laws? right out in the open?
