McMurray, Alberta, Canada.&nbsp; It is the epicenter of the Tar Sands Industry in Canada.&nbsp; They have a partial ban on plastic bags (at grocery, general merchandise, and some other stores) in the city that is responsible for 2/3rds of the ENTIRE NATION OF CANADA&#39;S greenhouse gas emissions!</p> <p> If you don&#39;t laugh, you&#39;ll cry.&nbsp; I know Orwell is getting a chuckle out of it!</p><div style="clear:both;"></div>L.A.
