Libertopia is a caricature of liberal ideas applied to the social order, used primarily by Marxists, neocons and other kinds of hardline statists. Unless you mean to suggest that opposition to taxation, on moral grounds, logically entails the sale of nuclear weapons to mentally unstable madmen?

No need to call "Libertopia" into cause: Pakistan already sold Kim Jong-Il the tech and, when US spy satellites spotted Pakistani aircraft unloading in the Workers' paradise, no action was taken.

PS: I know the Soviets had built a small research reactor in North Korea, but it was both so small and the fuel supply so tightly controlled by Moscow it had no chance of producing enough material (either plutonium or enriched uranium) for a single bomb.
