not intended to be used.&amp;nbsp; Can Obama, and the democrats use this
procedure to pass health care through the senate, with only 50 votes&amp;nbsp; instead
of the filibuster proof count of 60?&lt;/p&gt;&lt;div style="clear:both;"&gt;&lt;/div&gt;</description></item></channel></rss>
