	Bear in mind that, when speaking of &amp;quot;economic growth&amp;quot;, the 64 billion dollar question is&amp;nbsp;&lt;em&gt;whose&lt;/em&gt;&amp;nbsp;economic growth?? The defense industry is a growth industry during wartime but luxury vacation travel agencies are probably not a great investment.&lt;/p&gt;

	if I am not mistaken - regarldless of the actual &amp;quot;rate&amp;quot; the percentage of tax receipts has been right around 20% of gnp since ww2.&amp;nbsp; meaning that regardless of how high &amp;quot;they&amp;quot; put the rates, they can&amp;#39;t collect them.&lt;/p&gt;
