&lt;p&gt;I think it&amp;#39;s quite reasonable to expect that a protection service company would have to build a certain level of reputation and trust before it starts getting a lot business.&lt;/p&gt;

&lt;p&gt;The only difference between our current scenario and the scenario that the original poster outlined is that the government is a monopoly and that fraudulant protector would not be a monopoly.
