&lt;p&gt;While I&amp;#39;d go with Monaco, but that country&amp;nbsp;is more like Grimaldi allowing people on his territory on his conditions (voluntary business), not a State. But than again, of course it is more buisness-ike than state-like, for&amp;nbsp;no State can ever work&lt;img src="http://mises.org/Community/emoticons/emotion-2.gif" alt="Big Smile" /&gt;&lt;/p&gt;

all statists need to understand is that the Seventeenth is the official
declaration by the Federal Government that it no longer recognizes
State Sovereignty. Regardless of your thoughts or stance on this issue,
you NEED to know the fact of it. By taking the way the Senate is
elected, rather than simply allowing the State to choose ITS
representatives (2, no more than 2!) by ANY means that they choose and
giving that to a popular vote ends the Senate in all but name. It was
supposed to be a check on Federal power. The Feds don&amp;#39;t like checks on
their power. &lt;br /&gt;&lt;br /&gt;But if you want to effect change, you have two
houses at the Federal level and NUMEROUS local/county/state
opportunities to utterly change the composition of the entity you are
targeting.&lt;/i&gt;&lt;/p&gt;
