Harassing economic indicators

There is some uncertainty of language I would like to address. It may be the words change with context but it just seems odd.

Sometimes we harass economic indicators, sometimes we quote them.

Example of a conversation may look like, “GDP is an empty concept. It is not an indicator of economic performance, the model is flawed because it views government spending as investment, etc, etc” Later, however you might hear about “the recession of 1921 that had significantly larger declines in GDP then during the great depression”. It just seems like we like indicators when they fit our arguments, but reject them when the differ.

There is also something fishy about the use of the term government. Sometimes we use the term government, like society, as an abstraction that does not exist, other times they are at fault. Yet, this may just be context that I am confused on
