Perhaps it&#39;s another case of &quot;this time will be different, honest&quot;.</p> <p> The smoking gun is the scheme to force firms to hire disabled people once they reach a certain number of employees. Mind you cannot just hire a disabled person of your liking (say, somebody without a leg with the needed qualifications to do office work): you have to take what the bureacrats decide.
