&lt;p&gt;In a stateless society roads will be private. The road owner will deny access to anyone known to be reckless.&lt;/p&gt;
&lt;p&gt;The present system assigns fines and sometimes will temporarily ban poor drivers. But even the worst drivers usually get to drive again. If roads were private there would be no reason for an owner to ever allow someone with a history of bad driving to use his road again.
