Hypothetically assume that congress wants to bail out the New York Times. We could join with them in forming an ad hoc coalition to persuade congress to kill the idea. The strategy for such a task should ideally include many tactics including protests outside the local offices of congresscritters, encouraging people to call the offices of congresscritters, passing out flyers explaining why this is such a bad idea etc. etc. etc.
