What happens to those who are dependent on the system?

A friend of mine asked the following question:

"I have another question, the education one wasn't that good. I am not familiar with libertarianism. How does free-market capitalism influence injustices in our society such as racism, sexism, and poverty? If tomorrow we voted in Ron Paul, and he shrunk government and dropped all regulations on business some people would be financially ahead of many other people. What happens to those who are economically and socially disadvantaged by our society today in this transition?"

Freedom has always been the only route to progress.

And to clarify, going from one state (a federal government) to another state (such as California or Texas) isn't really leaving the realm of statehood toward a free, voluntary society.  The question becomes how does the limitation of the federal government impact those who are dependent on the federal government?  The answer then would be the state government would take over those functions or not, and life would probably still suck for these people (because they are dependent), but at least if they didn't like things where they lived they could always move to another state.
