Is it working? Is it reasonable? How could public or private funds be spent more adequately do ameliorate aggregate academic performance?

As somone currently experiencing the public school system, I can tell you that whatever this was supposed to do, there is no concievable argument that it was a sucess in making the schooling system in America anywhere near a quality one.

Privatize formal education.

At most, I think only 5% of the adult population would need to stop cooperating to have real change.
