Small business paperwork time

Any links to studies on what percent of time small business spend filing paperwork to the government?

Regarding any stats you look at, I wonder if they factor in the outsourcing of doing that paperwork. That is, the outsourcing of tax accountants, tax lawyers, lawyer for what ever else, accountants for whatever else, etc.

The EFW Index has a cost of compliance rating.  Though the report doesn't give any details.
