What sort of policies should the United States government or private enterprises follow in order to keep real wages at pace with CPI?

They should ignore the CPI. It is changed every year to underreport inflation of consumer goods. Even indexing wages with an objective CPI is undesirable. Capitalism raises real wages; it does not keep them constant. The CPI is an excuse to rob you of ever increasing market output.

I'm saying that no price, charity/wages/etc should be pegged toa  CPI.

I see. I like the price of commodities approach almost instantly better than CPI.
