The prices will fall because the value of domestic propert will fall.
As Sieben said, this will do nothing but shrink the market for domestic products, and depending on what they mean by "buying property" it might erase the tourism and export sectors from existence altogether.
As for blaming price inflation on foreign buyers that's possibly the second or third most childish boogeyman explanation I've ever heard. The cause of general price inflation is a general rising of demand curves. Purchases made by foreigners contribute to this effect but nowhere near to the extent of the state's printing press!
Finally, this bias against "rising prices" itself reeks of economic ignorance. Sometimes it's for the best that prices are higher, if the abysmal records of price ceilings are any indication. The market price is there for some very good reasons: Trying to mess with it can only bring trouble.
