I think this has free market potential. Someone paying $50,000 for information on the girl. (disregard calls for government to arrest her). Speaks strongly to free market policing.
Let’s continue this in a completely free society. Her name gets publicized in the media, her criminal insurance company raises her rates (or drops her completely), and people start boycotting her (power company shuts her off, etc).
The power company is not going to stop selling you power because you drowned a puppy.
And even if it is, there are still plenty more companies to choose from.
edit: Disregard that, I was thinking of murder.
On topic, I think bounties are a great way of dealing with murderers and thieves, as it draws the entire market into trying to solve the problem.
given some people are willing to pay a price for information on criminal suspects (nothing new) ... therefore free market policing is a good idea.
i think a few steps are missing in this argument.
Ambition is a dream with a V8 engine - Elvis Presley
I should put a bounty on that SoB who directed the horrible Transformers movies...oh, wait...
"PETA has issued a similar reward for the unknown girl in a red sweatshirt, in the amount of $20,000."
Lol, I'm sure PETA kills a lot more puppies than this.
An interesting point to mention is that (supposedly) 4chan, the most lawless group you could come across, made significant contributions to helping with the investigation. Of course, they are also the ones responsible for bullying little kids. Make of that what you will.
Also, while you do bring a good point in that "vigilantism" like this could be helpful, you must be careful to put it in the proper context. While I do applaud Michael Bay for putting up a bounty on her head, the penalties for animal killing/torture in Bosnia is a few thousand euro. What's to say her friends don't turn her in, collect the 50k reward, and give her a good fraction? She's already been made the villain, might as well profit from it.
4chan: the best and worst of the internet.
Freedom has always been the only route to progress.
Ya... but she's in Bosnia, and no one there gives a hoot about our western mores. There are more "humanitarian crisis" issues there than here. We should be so lucky as to give a damn about animals. A "free society" of those people still wouldn't give to sh*ts about animals. It's typically a western liberal-democrat thing to give a damn about wild dogs that kill people. Is she violating the NAP for puppies?
Yet the particular type of cruelty might indicate to law and defence providers (and healthcare providers) that she may suffer from a mental disorder that may warn of problems down the line.

Fools! not to see that what they madly desire would be a calamity to them as no hands but their own could bring
And I'm sure that picking wings off of a fly would indicate a mental disorder as well.
nah, that correlation is weak,.... unless accompanied by maniacal laughter...
Then perhaps we should let the insurance companies figure out if the drowning pupies/mental illness correlation is weak in Bosnia before we make assertions about social norms we know nothing about.
You know they kill kangaroos in Australia. They KILL THESE. (tear)
I'd bet the people who shoot kangaroos for population control aren't all sad about it, and in fact would be like "HELL YEAH, did you see his head EXPLODE?!?!?!?!" and then give each other a high five. But those people aren't mentally ill. We certainly wouldn't put out bounties on them.
But whatever, pick and choose.
Man, I’m telling you. If she was my client, I wouldn't raise her rates a penny. This is how serious companies loose their good name.
You never know. If everyone around decides to boycott all business that are supporting her life, they could all drop her with the right amount of public pressure.
I really don't get why such a large degree of libertarians are outright hostile to animals, and topics like these always make me a bit sad at a few of the responses. I'm not saying you should be "Hoo-rah hoo rah animal murder is people murder!"-I myself don't like that sort of argument, although I do know that sometimes murderers start with animals-But stuff like...
Is she violating the NAP for puppies?
Yes. She could have done absolutely nothing at all for those animals except perhaps kick them away if they bothered her. Not botch her grandma's advice and hurl them into the river while giggling.
Is it "Less than" if it were a human? Maybe. After all, I'm applying my subjective values to other objects. Do I believe she's morally reprehensible, according to my subjective preferences? Yes.

And in America they snipe praire dogs with high powered rifles. I don't think they discriminate between praire dog adults and praire dog pups either.
