Apparently it requires a bill to allow landlords to ban smoking in their property in CA otherwise they can get sued.
What a crazy world. Governments regularly ban smoking on private property such as pubs or offices, which in absurd enough in itself, but apparently in CA owners themselves cannot ban smoking on their property without a special bill!
