What would you do if you were the state, basically a dictator that has total control over the people ?
I don't know what I would do in that situation, but I would try to destroy my own power.

I would probably abuse the power to my own advantage.
If this hypothetical were forced upon me, the only thing I would see worth doing is:1.) Make an op-out law for those who wish to withdraw from use of state services, & declare their that their self-soverignty is of no threat to the state.Everything else would seem like a waste of time. Regardless, if I was "elected", I would refuse the position & probably use such an outrage (it would certainly be a huge event to refuse office of the world government) as a window to speak out about Statism & anarchism, most likley without using those explicit labels, throughout the media & internet circuit.

- Dissolve all state-sanctioned monopolies and fiat banks
