U.S Fiscal Budgets-how do they work?

How is the year set up? For example, did fiscal year 09 start in the middle of 08(October) and will end in the middle of 09(September)? (Meaning that in the middle of 09 fiscal year 10 will start etc etc)

 

Furthermore, how do they relate to President's and their expansion of budgets? For example, does Herbert Hoover's first budget as President start in fiscal year 1929 (middle of 1928 to 1929, inaugurated in March 29 as he inherits in from Coolidge), to fiscal year 1933 (middle of 1932 to 1933, leaves in the middle as FDR is inaugurated)?

Meaning that Herbert Hoover's expansion of government from fiscal year 1929 to 1933 would be roughly 47%(4.598 billion-3.127 billion/3.127 billion)-I am looking at the outlays on the chart, am I doing it right?
