I have tried to find it and had no luck. I'm trying to find out who the person was and what book it was in. It went something along the lines of... "during WWII/WWI the foreign exchange controls from one country to another in Europe was what lead to the War." I'm pretty sure it was written by a author affiliated with the Mises Institute. Sorry to be so vague.
