US capital controls?

I was under the impression that there were NO capital controls in the US. 

Now, I had bought (quite) a few silver coins on eBay, and had them shippes USPS to Europe. Which I had done before without any problems. Declared legal tender value, not silver metal value (to reduce risk of theft in transit).

Package got to Chicago, was turned around and returned to origin, but has not arrived at original shipper.

 

Now, I'm left wondering if I was mistaken in my impression and that the package may have been seized.

 

Anyone have any knowledge on this issue?
