Question about Sweden

A blog post linked to this article, which mentioned the following interesting tidbit about Sweden: "...its laws prohibit politicians running up the national debt in boom years".

Does anybody know more about these laws?

In Brazil we have a similar law that is called Law of Fiscal Responsibility, if not by it, the crap would have hit the fan long ago.
