As far as an open source Mises.org CMS, I would recommend that it be based on Drupal (http://drupal.org), which is written in PHP. I'd certainly help develop any Drupal modules needed for mises.org.
The Bittorrent tracker/server is a great idea that can help save a lot of bandwidth (see mises.org/.../todo-list.aspx and mises.org/.../5591.aspx) by providing torrents for videos, mp3s, pdfs, etc.
Suggestion: with the "Live Chat" - you would get more people, if when someone entered - it displayed on the button how many people are now in the room.
It kind of notifies someone is in there.

Translation would be a great idea, at least allowing articles in other languages in a sub-category..
If it's possible allowing users to translate the site interface, like Facebook or Wordpress translation projects, will ease the work
I support the idea of Translating LvMI into different languages, and in that regard I so far have the following links which might be of interest. It seems that the standard for anything i18n on websites, is to use Gettext: www.gnu.org/.../gettext.html + www.w3.org/International + translate.sourceforge.net/.../index + plone.org/.../i18n or just good old Google Translate tools
Translation is a huge undertaking, but by following the Gettext procedure, it can be more easily administered and possibly outsourced since it would just be a lot of text strings.
To do translation however, you need people who speak other languages than english. An idea to attract people with these different language skills, as well as cater for another and possibly wider group of interest. Is to start an "International Affairs" section - a place that can pick up on different developments in other countries in a more scholarly form than the www.informationliberation.com/rss.xml + whatreallyhappened.com/rss.xml + rss.blacklistednews.com/news.xml (more kinda like jurist.law.pitt.edu/jurist_search.php + http://wikileaks.org/ + www.zmag.org/.../parecon )
Now that we have the torrent of LvMI media, I think it would be good to include a direct link to it in the bottombar of mises.org. A text that could say something like "Download Media+Articles of LvMI - [link to torrent]" (Instead of non-dynamic torrents, a thing I've also been thinking of was if it was possible to develop a more dynamic p2p (or p4p) form of distribution, I haven't looked much into it, but I stumbled into this which perhaps fits the bill http://www.pando.com/ )
