capitalism through Venezuelan regional elections
Last Sunday
the population of the four most populous and industrial states of Venezuela
elected new governors and mayors affiliated with opposition parties. Their
victory is considered as an expression of the public yearn for a legal
framework that will enable returning to a competition between the public and
private sectors for meeting the population's needs, in contrast of the current
local governments led by the socialist party which is striving for state
control of most human activities.
The case of
the capital city of Caracas
and its neighboring state of Miranda stands out as a return to plurality and
diversity, as various ideologies are now represented in government. While the
federal government and Western Caracas remain in socialist hands, Eastern Caracas, Miranda state and the Metropolitan
District now have the responsibility of respecting many requests from their
voters; among them, providing incentives to private businesses to take over a huge
amount of failed government solutions to crime, road works, hospitals and
education. The populous oil-rich state of Zulia and Margarita island will
remain in the opposition as their populations have always embraced free markets
more dearly than elsewhere in the country. The border state of Táchira, having
witnessed first hand the progress in neighboring Uribe's Colombia, also
chose a new governor from the opposition. The industrial heartland of Carabobo
state wishes to revert its recent decline, restore its factories to capacity
and improve facilities at the port
of Puerto Cabello with
the help of a market friendly governor.
Some red
supporters of the incumbent party are not happy with changes that are coming
and have already rioted in a few jurisdictions, despite President Chávez calls
for accepting their partial defeat. This is a natural reaction of grief, which
is also evident even at educated internet fora such as Mises.org, where
opinions diverging from the status quo perpetuated by the most active posters
are at times dismissed as crap and threatened to be censored, despite the
administrators' effort to ensure that liberty and private expression are
protected. Perhaps the extreme left and the extreme right are connected at the
same point because they form part of a circle, not a straight line.
This shift
in the balance of power is just at its earliest stages. A huge contrast remains
in light of rural Venezuela's
confirmation of socialist ideals and leaders. They have become progressively
disillusioned due to corruption and poverty, but are still faithful in the
socialist ideology imposed to them. If the work performed by the new blue
opposition majors and governors turns out to actually fulfill expectations, it
is likely that red rural Venezuela
would follow this new lead in the forthcoming elections for Congress in 2009
and for President in 2012. Many sections from the map of the country would
revert from red back to blue, similarly as it is already happening in the United States.

Vuelta al capitalismo en las elecciones regionales
venezolanas
El pasado domingo la población de los estados más populosos
e industriales de Venezuela eligieron nuevos gobernadores y alcaldes afiliados
a partidos de oposición. Sus victorias son consideradas como una expresión del
anhelo público por una normativa legal que permita un retorno a la competencia
entre los sectores público y privado para satisfacer las necesidades de la
población, en contraste con los actuales gobiernos locales liderados por el
partido socialista cuyo objetivo es el control estatal de la mayoría de las
actividades humanas.
El caso de la ciudad capital de Caracas y su vecino estado
Miranda resaltan como un retorno a la pluralidad y diversidad, ya que varias
ideologías ahora están representadas en el gobierno. Aun cuando el gobierno
nacional y el oeste de Caracas continúan en manos socialistas, el este de
Caracas, el estado Miranda y el Distrito Metropolitano tienen ahora la
responsabilidad de honrar muchos requerimientos de sus votantes; entre ellos,
proveer incentivos a los negocios privados para que asuman una alta cantidad de
soluciones fallidas del gobierno, reparación de carreteras, hospitales y
educación. El populoso y petrolero estado Zulia y la isla de Margarita quedarán
con la oposición ya que sus poblaciones siempre han abrazado al libre mercado
más intensamente que el resto del país. El fronterizo estado Táchira, testigo
de primera mano del progreso en la vecina Colombia de Uribe, también eligió un nuevo
gobernador opositor. El corazón industrial del estado Carabobo desea revertir
su reciente declive, restaurar sus industrias hacia su capacidad y mejorar las
instalaciones del Puerto Cabello con la ayuda de un gobernador afecto al
mercado.
Algunos simpatizantes rojos del partido oficialista no están
contentos con los cambios que están por venir y ya han promovido disturbios en
algunas jurisdicciones, a pesar de los llamados del presidente Chávez a que
acepten su derrota parcial. Esto es una reacción natural de duelo, la cual es
también evidente incluso en foros educados de Internet como Mises.org, donde
las opiniones que divergen del status quo perpetuado por los foristas más
activos a veces se descartan como basura y se profieren amenazas de censura, a
pesar de los esfuerzos de los administradores para asegurarse que la libertad y
la expresión privada sean protegidas. Quizás la extrema izquierda y la extrema
derecha se conectan en el mismo punto pues forman parte de un círculo, no una
línea recta.
Este movimiento en el balance de poder apenas se encuentra
en sus momentos más tempranos. Un enorme contraste se mantiene en pie a la luz
de la confirmación, en la Venezuela rural, de los líderes e ideales
socialistas. Ellos se han desilusionado progresivamente debido a la corrupción
y a la pobreza, pero todavía siguen fieles a la ideología socialista que se les
ha impuesto. Si el trabajo que estos nuevos alcaldes y gobernadores azules de
oposición en efecto logra satisfacer las expectativas, es probable que la Venezuela
roja rural se una a estos nuevos liderazgos para las próximas elecciones del
Congreso en 2009 y para Presidente en 2012. Muchas secciones del mapa del país
podrían revertir del rojo hacia el azul, de manera similar a como ya está
ocurriendo en los Estados Unidos.

Dear Barack Hussein Obama:
Congratulations
on your becoming the 44th President of the United States! I am writing to you
as my humble contribution for a full restoration of diplomatic and friendship
relations between Venezuela and the United States.
You have
already gathered the support from the high levels of the Venezuelan government
for this normalization. The communication sent to you by the Ministry of the
Popular Power for Foreign Relations of the Bolivarian Republic of Venezuela
shows a recent, unexpected disposition to heal wounds. If we combine that
eagerness with your experience in race and class divisions, that should entail
a positive summit between President Chávez and yourself whenever both of you
feel it fit and safe to meet.
However,
the polarized current state of local politics is a formidable barrier that is
interested in keeping alive the cold war atmosphere, and that is unfortunately
damaging the relationship between our two great countries. I recently wrote a
similar conciliation letter to President Chávez which has not been well
received by several Venezuelan government supporters and opponents alike.
On one
hand, many within the opposition did not wish you to win your election. They
now fear that you might eventually become a weak puppet for Chávez socialist
ideas. They foresee that if you shift the political process in your country too
far to the left you will succeed in destroying the checks and balances
currently available in the American political system and that you will transform
the U.S into a totalitarian régime. Some opponents were even considering the
possibility for the U.S to impose sanctions to Venezuela such as those still in
effect against Cuba. There are also signs of racism still alive in Venezuela,
perhaps even more accentuated than in the United States, thus many people were
hoping for a U.S. government led again by a Caucasian male.
On the
other hand, many sympathizers of Chávez government are utterly skeptical on the
reach of your electoral victory. They claim that despite your racial condition
as an African-American, you still do represent an evil empire whose real rulers
continue being the lobbyists and multinational corporations that helped finance
your campaign. Their aspiration is an immediate, unconditional surrender of the
U.S. foreign policy in regards to Cuba, Palestine, Guantánamo, Iraq and
Afghanistan. They are convinced that Latin America, again, will only be
considered as a backyard of the United States and will continue to be taken
into consideration solely as a source of cheap raw materials; its exploitation
would continue being encouraged by the industrialized powers. In conclusion,
many Chávez supporters have as a long term goal the final extinguishment of
capitalism as an economic system, even though that goal might require recurring
to an asymmetric war.
Nevertheless,
the opposing points of view from some opposition and pro-government Venezuelans
converge through their mutual mistrust to your person, your new government and
your country. In light of these constant disagreements, it is likely that the
message of reconciliation recently favored by Hugo Chávez and the higher
spheres of his government may be withdrawn during the next impasse or
misunderstanding, due to the pressure that will continue being exerted by both
major polarized and highly vocal groups.
I am an
ordinary Venezuelan citizen. My only weapon is the education I received through
the generosity of Dr. Armand Hammer, whose legacy in scheduling meetings and
agendas for the benefit of various Presidents of the United States and
Secretaries General of the Union of Socialist Soviet Republics I am now trying
to extend further into the 21st century. I have already received
worldwide support in forwarding these ideals to you, which require dealing simultaneously
within capitalist and socialist frameworks. Hopefully this pacifist call will
be well received by the people and governments of Venezuela and the United States,
leading toward a comprehensive proposal to solve the aforementioned issues.

¡Felicitaciones por su elección como el 44° Presidente de
los Estados Unidos! Le escribo esta carta como mi humilde contribución para una
completa restauración de relaciones diplomáticas y de amistad entre Venezuela y
los Estados Unidos.
Usted ya cuenta con el apoyo en los altos niveles del
gobierno venezolano para esta normalización. El comunicado emitido para usted
por parte del Ministerio del Poder Popular para relaciones exteriores de la
República Bolivariana muestra una reciente disposición para curar las heridas.
Si este entusiasmo lo combinamos con su experiencia en divisiones entre razas y
clases, pudiéramos augurar una cumbre positiva entre el Presidente Chávez y
usted mismo en lo que ambos consideren oportuno y seguro el reunirse.
Sin embargo, el estado polarizado actual de la política
local es una barrera formidable cuyo interés es mantener viva la atmósfera de
la guerra fría, y que desafortunadamente está dañando las relaciones entre
nuestros dos grandes países. Recientemente le escribí una carta similar de
conciliación que no fue bien recibida, tanto por muchos simpatizantes del
gobierno venezolano como de la oposición.
Por una parte, muchos opositores no querían que usted ganase
las elecciones. Ellos ahora temen que usted eventualmente se convierta en un títere
débil que difunda las ideas socialistas de Chávez. Ellos temen que si usted
rueda el balance de poder demasiado hacia la izquierda usted logrará destruir
el sistema de chequeos y balances actualmente vigente en la política
estadounidense y que usted transformará a los EE.UU. en un régimen totalitario.
Algunos opositores incluso habían considerado la posibilidad que los EE.UU
impusiesen sanciones a Venezuela, similares a aquéllas todavía vigentes contra Cuba.
Todavía subsisten signos de racismo en Venezuela, quizás más acentuados que en
los EE.UU., y por ello muchos estaban esperando que el gobierno estadounidense
sea liderado nuevamente por un hombre caucásico.
Por otra parte, muchos simpatizantes del gobierno de Chávez
están sumamente escépticos del alcance de vuestra victoria electoral. Ellos
opinan que pese a su condición racial como afroamericano, usted todavía
representa un imperio malvado cuyos verdaderos regentes continúan siendo los "lobbyists"
y las corporaciones multinacionales que financiaron su campaña. Ellos aspiran a
una rendición incondicional e inmediata de la política estadounidense respecto
a Cuba, Palestina, Guantánamo, Irak y Afganistán. Ellos están convencidos que
América latina, otra vez, sólo será considerada como un patio trasero de los
Estados Unidos y seguirá siendo tomada en cuenta como fuente de materias primas
baratas para fomentar la explotación por parte del mundo industrializado. Por
último, muchos simpatizantes de Chávez tienen como objetivo a largo plazo la
destrucción final del capitalismo como sistema económico, así sea necesario
para ello recurrir a la guerra asimétrica.
Sin embargo, los puntos de vista opuestos provenientes de
venezolanos opositores y oficialistas convergen a través de su desconfianza
mutua hacia su persona, su nuevo gobierno y su país. A la luz de estos
desacuerdos constantes, es probable que el mensaje conciliatorio favorecido por
Hugo Chávez y las altas esferas de su gobierno sea desmentido durante el
próximo impasse o desavenencia, debido a la presión que seguirá siendo ejercida
por ambos grandes grupos polarizados y muy vocales.
Yo soy un ciudadano venezolano de a pie. Mi única arma es la
educación que recibí a través de la generosidad del Dr. Armand Hammer, cuyo
legado en concretar reuniones y agendas a beneficio de varios Presidentes de
los Estados Unidos y Secretarios Generales de la Unión de Repúblicas
Socialistas Soviéticas yo ahora estoy tratando de extender hasta bien entrado
el siglo XXI. Ya he recibido apoyo mundial para remitir a usted estos ideales,
que requieren lidiar simultáneamente con las estructuras capitalistas y
socialistas. Albergo la esperanza que este llamado pacifista sea bien recibido
por los pueblos y gobiernos de Venezuela y los Estados unidos, y que ello
conlleve a una propuesta pormenorizada para solucionar los asuntos
anteriormente descritos.

and President of the Republic Hugo Chávez
I am finally writing to you today because, after so many years of manifesting my strongest opposition to the way in which Venezuela has been governed, I completely agree with you on your communiqué that the election of Barack Obama can represent a significant change to improve the relationship betwen the USA and the rest of the world. I cheerfully welcome your good intentions to reestablish the diplomatic relations among both peoples, whose friendship has been born as we all know with the special relationship between personalities such as Francisco de Miranda and George Washington. I volunteer to offer my ample bicultural experience in the great similarities in values and in the populations of both countries, in order to collaborate being a bridge of understanding among so many misunderstandings.
I wish to point out to you that great part of my friends, of the people I like and I appreciate are female and male United States citizens of my age (Between 33 and 39 years old), with whom I finished high school and with whom I attended college. Among them are also included people from many countries, many of them Latin Americans, who instead of returning back to their homelands they recently obtained the American citizenship and they are of course quite happy for having voted for Obama. Yesterday night through the internet, using the Facebook platform, my circle of friends scattered between the five continents at the unisone concluded that finally a new and beautiful era is dawning for the benefit of humanity. Many of these people are actually Caucasian, of wealthy families from the American establishment, and all of them are really excited that our generation was able to pulverize the barriers of race, gender and homophobia through a tangible way by means of this election. On my side, I campaigned a lot through the internet in order to help this triumph happen. This is the first time in my life that I feel there is an actual collective and simultaneous state of joy and hope worldwide.
I am asking you, the authorities of the Bolivarian republic of Venezuela, that you may participate in this worldwide message of unity. I know that in Venezuela it is difficult due to the polarization of so many years. It saddens me that many of my personal relationships here in Venezuela who sympatize with the opposition, as well as many people oriented toward the revolution, are still stuck in an exaltation of the differences between all Venezuelans. If there is anything that we may learn today from the great nation that is the United States of America is that they are finding ways to unite their people, to keep the American dream alive, and I reiterate there the barriers of gender, race and sexual orientation are falling apart. With all sincerity I am offering my help to the government represented by you in transmitting my empathy to the American people. I wish to do this as a service to Venezuela so that we can reestablish fruitful diplomatic relations with one of our sister nations in this continent. I am looking forward to the visit of a great American friend to Venezuela who is coming next year. She has never come before but she wishes to come now. I hope that by that time she will find a welcoming climate and that, upon returning to her country, she might be able to speak well of us as a people.
I will write a similar letter to President-elect Barack Obama shortly. I am highly interested in helping both presidents to find ways to fix our multiple differences. But we all need to compromise to listen and lower guard a bit. I am asking President Chávez to please stop insulting innocent Americans calling them names such as "imperialist yankees". That may have been true for previous generations, but it is definitely not the case of the United States for the new generations who have just elected Obama and who sealed great part of my personality. I am proud to have been able to represent Venezuela through the eyes of many people there, and of having contributed to tighten the links of binational friendship. I wish to continue doing just that. Therefore I am writing this letter, I hope that you appreciate and provide a concrete form to the ideas I am suggesting.

Les escribo hoy porque por fin, después de tantos años en que he manifestado la más férrea oposición a la forma como Venezuela ha sido gobernada, estoy completamente de acuerdo con ustedes en que la elección de Barack Obama puede representar un cambio significativo para mejorar los EE.UU. y el resto del mundo. Doy la mas completa bienvenida a sus buenas intenciones de restablecer las relaciones diplomáticas entre ambos pueblos, cuya amistad se ha forjado como bien sabemos entre personalidades como Francisco de Miranda y George Washington. Me pongo a la orden para ofrecer mi amplísima experiencia vivencial bicultural de las grandes similitudes en valores y en la población de ambas naciones para colaborar siendo un puente de entendimiento entre tantos malentendidos.
Quisiera hacerles saber que gran parte de mis amistades, de la gente que quiero y aprecio son norteamericanas y norteamericanos de mi edad (entre 33 y 39 años), con quienes terminé el bachillerato y estudié la universidad. También están personas de muchos países, varios latinoamericanos, quienes en lugar de regresar a sus patrias de origen recientemente obtuvieron la nacionalidad norteamericana y por supuesto están felices por haber votado por Obama. Anoche a través de internet, por la plataforma facebook, mi grupo de amistades repartido en los cinco continentes al unísono concluimos que por fin comienza una nueva y hermosa era para la humanidad. Muchas de estas personas son de raza blanca, de familias acomodadas del establishmment norteamericano, y todos ellos están felices que nuestra generación logró pulverizar las barreras de la raza, el sexo y la homofobia de una forma tangible a través de esta elección. Yo por mi parte hice mucha campaña a través de internet para ayudar a que se logarara este triunfo. Es la primera vez en mi vida que siento un estado de alegría y esperanza colectivas y simultáneas en todo el planeta.
Pido a ustedes, autoridades de la República Bolivariana de Venezuela, que se hagan partícipes de este mensaje mundial de unidad. Yo sé que en Venezuela es difícil por la polarización de tantos años, me entristece que algunas de mis relaciones personales aquí en Venezuela orientadas hacia la oposición, como también muchos orientados hacia la revolución, estén empeñados en seguir exaltando las diferencias entre los venezolanos. Si hay algo que podemos aprender hoy de la gran nación que es los Estados Unidos de América es que están logrando formas para unir a su gente, mantener el sueño americano vivo, y nuevamente repito allí están rompiéndose las barreras del sexo, la raza y la orientación sexual. Con toda sinceridad ofrezco mi ayuda al gobierno representado por ustedes en transmitirles mi empatía hacia el pueblo norteamericano. Esto lo deseo hacer al servicio de Venezuela para que restablezcamos relaciones diplomáticas fructíferas con uno de nuestros países hermanos en este continente. Estoy ilusionado con la visita de una buena amiga norteamericama a Venezuela el próximo año. No ha venido antes pero quiere venir ahora. Anhelo que para esa fecha ella encuentre un clima de bienvenida y que de regreso a su patria pueda hablar bien de nosotros como pueblo.
En breve redactaré una carta similar al Presidente electo Barack Obama. Tengo mucho interés en ayudarlos a ambos presidentes a que encontremos formas de arreglar nuestras múltiples diferencias. Pero todos necesitamos comprometernos a escuchar y bajar la guardia. Pido al Presidente Chávez que por favor no insulte más a norteamericanos inocentes llamándolos yanquis imperialistas. Quizás eso fue cierto para generaciones anteriores, pero definitivamente no es el caso de los Estados Unidos para las nuevas generaciones que acaban de elegir a Obama y quienes forjaron gran parte de mi personalidad. Estoy orgulloso de haber representado a Venezuela ante los ojos de muchas personas allá y de haber contrubuido a estrechar los lazos de amistad binacionales. Lo quiero seguir haciendo. Por ello escribo esta carta, espero que ustedes aprecien y den forma concreta a las ideas que les estoy sugieriendo.
